The Capital Of Quantum Initiative Brings Microsoft To UMD

Maryland is being led by Governor Wes Moore to become the world’s center of quantum innovation.

A strategic objective to establish Maryland as the unchallenged global leader in quantum information science and technological innovation is being vigorously pursued by Governor Wes Moore. This all-encompassing approach, known as the Capital of Quantum Initiative, recently achieved a significant milestone when it was revealed that Microsoft would open a new quantum research facility in the Discovery District of the University of Maryland (UMD). This development center was created especially for quantum technologies of the future.

The governor himself emphasized that “Quantum is at the center of that strategy” and described this revolutionary endeavor as placing “big bets on the future to grow the economy and drive innovation.” The Moore administration views the collaboration between Microsoft, the University of Maryland Enterprise Corporation, and the State of Maryland as a turning point in Maryland’s resolute pursuit of technological leadership in the quantum space “Create jobs, spark discovery, and stimulate growth” is the initiative’s shared mission, Governor Moore emphasized. Keeping Maryland “the best place in the world to change the world” is something he reaffirmed his commitment to.

The Capital of Quantum Initiative: A Billion-Dollar Vision

In January, the Governor formally launched the Capital of Quantum Initiative at IonQ‘s College Park headquarters, and the Microsoft relationship is a confirmation of the foundation he created. This project is organized as a public-private partnership between the University of Maryland, College Park, the state government, and many business sector organizations. Ultimately, the project aims to stimulate over $1 billion in investments throughout Maryland’s rapidly growing quantum sector.

The initial $52.5 million contribution from the Governor’s Fiscal Year 2026 budget marked the beginning of the state’s financial commitment, which was spearheaded by Governor Moore. In addition to this important state financing, the University of Maryland and its partners have committed over $70 million. The state’s quantum ecosystem will be strengthened by these monies, which are specifically designated for workforce development, technical assistance, and academic research.

Though the Initiative was just launched earlier this year, the Governor’s proactive investment strategy has already produced noticeable results. In the Discovery District, Maryland has welcomed about a dozen quantum startups into its vibrant network of innovators. Additionally, IonQ, a prominent participant in the quantum industry, has announced three noteworthy mergers with companies that specialize in aerospace and quantum technology.

Formalizing Federal Support and Attracting Global Leaders

Additionally, Governor Moore’s administration has made a concerted effort to obtain necessary federal cooperation. The Governor of Maryland and the Defense Advanced Research Projects Agency (DARPA) inked a major memorandum of understanding in April. Creating the “Capital Quantum Benchmarking Hub” at the University of Maryland was the goal of this partnership.

The collaboration between the federal and state governments aimed at assessing and testing quantum information science in Maryland has been formally established with this agreement. Importantly, this partnership opens up access to significant government resources: the state can match its quantum computing efforts with up to $100 million in federal dollars. Some of these federal matching funds are explicitly meant to be used for investments in Microsoft’s new quantum center.

Maryland’s position as a top destination for top quantum enterprises was cemented when the DARPA alliance was formally established under Governor Moore’s direction. Microsoft in particular saw the state’s promise, citing the University of Maryland Discovery District’s close proximity to important quantum institutions as well as the Moore-Miller Administration’s proven dedication to investing in the quantum business through the Capital of Quantum Initiative. Jason Zander, the executive vice president of Microsoft, said, “We are excited to be part of Governor Moore’s vision for the Capital of Quantum,” acknowledging the governor’s goal. State leaders, government partners, academia, and industry can effectively “advance quantum technology and accelerate U.S. leadership in science and innovation” by working together, Zander stressed.

The Center’s Role in Moore’s Vision

The new Microsoft quantum center will act as a hub for cooperation, directly advancing the Governor’s goals. For cooperative hardware and software development among governmental organizations, academic institutions, and other quantum enterprises, it will offer vital early access to Microsoft’s quantum technology.

The facility is also anticipated to attract highly qualified quantum specialists to the state by providing Microsoft engineers with a physical location where they can engage and work together with members of the thriving Maryland quantum community, including researchers and students from the University of Maryland.

The world’s first quantum chip powered by a topological qubit architecture, Majorana 1, will be among the cutting-edge quantum hardware prototypes on display at this facility. Microsoft, one of just two businesses taking part in the most advanced stage of DARPA’s Quantum Benchmarking Initiative, will collaborate at the centre. In collaboration with DARPA’s testing and evaluation team, the centre will enable practical research, development, and benchmarking for technologies such as Majorana 1. This partnership is essential to opening the door for creative discoveries to occur in the next years as opposed to decades.

The governor’s approach was praised by Darryll J. Pines, president of the University of Maryland, who described the opening of Microsoft’s lab as a “landmark moment” and a demonstration of the “incredible momentum” created by “visionary investment and bold collaboration.” Pines stated that the “true Capital of Quantum” status of Maryland and the greater Washington, DC, area has been cemented by the concerted efforts led by Governor Moore. Working with Microsoft, Governor Moore, and federal partners to “drive the next wave of quantum breakthroughs” is something the university is happy to do.
