Europe Advances with a Revolutionary Chip Project and Quantum Strategy. The EU’s 2030 quantum technology policy is a big step towards global leadership. This brave decision protects the EU’s scientific leadership, competitiveness, technical sovereignty, and security. In addition to this goal, the EU has supported the SUPREME consortium, a crucial quantum chip project to industrialise European quantum chip production.

Europe’s Bold Quantum Vision for 2030

Research and innovation, quantum infrastructures, ecosystem development, space and dual-use technologies, and quantum skills are the five key pillars of the European Commission’s multidimensional plan to become a quantum powerhouse by 2030. This ambitious initiative is expected to have a significant impact on the economy and society in addition to advancing technology.

The quantum industry is predicted to generate over €155 billion in global value and thousands of highly trained employment throughout the EU by 2040. Beyond financial benefits, developments in quantum technologies are expected to pave the way for innovations in fields like faster disease diagnosis and the completion of difficult computer tasks that are currently thought to be unachievable.

Certain steps have been outlined to make this vision a reality. These include the establishment of a quantum design centre and six quantum chips pilot lines, as well as the start of the Quantum Europe research and innovation project.

In addition, the strategy calls for the construction of the European Quantum Skills Academy in 2026, the development of a European quantum internet pilot facility, and the extension of the Quantum Competence Cluster network throughout the EU.

With the help of the European Space Agency, the EU also hopes to create a roadmap for quantum technologies in space. In order to support the quantum ecosystem and industrialisation efforts, the Commission will work closely with EU nations and the European quantum community. A proposal for a Quantum Act is anticipated in 2026.

SUPREME Consortium

The Foundation of European Quantum Chip Manufacturing: The SUPREME Consortium.

The funding and selection of the SUPREME consortium, a six-year Framework Partnership Agreement administered by VTT, is a concrete example of the EU’s commitment. 23 partners from eight Member States are involved in this program, which represents a confluence of end-users, industrial technology developers, research and technology organisations (RTOs), and academics. The main goal of the partnership is to scale up industrial manufacturing of European quantum devices, with an emphasis on developing reliable and repeatable fabrication techniques. At the moment, these procedures stand in the way of the development of commercially viable quantum technologies from research prototypes.

The core of SUPREME’s strategy is cutting-edge technology, such as hybrid quantum processes, 3D integration techniques, and angle-evaporated and etched Josephson junctions, which are superconducting electronic switches. These fundamental technologies are intended to facilitate the creation of numerous applications in quantum computing, sensing, and communication. Pilot lines showcasing 3D-integrated qubit assemblies for large-scale QPUs, travelling-wave parametric amplifiers (TWPAs), and superconducting nanowire single-photon detectors (SNSPDs) will be used to validate these procedures.

Using Process Design Kits to Encourage Innovation (PDKs)

The SUPREME project’s dedication to making these fabrication technologies accessible through complete process design kits (PDKs) is a key component. Because they will allow academic institutions, small and medium-sized businesses (SMEs), and larger industrial entities to design and develop their own quantum devices and systems without having to deal with the daunting task of establishing foundational fabrication capabilities, these kits are strategically significant. By removing the complexity of manufacture, this strategy aims to enable European quantum firms by offering dependable foundational building pieces.

This will greatly speed up innovation in the European quantum ecosystem by allowing inventors to focus on application-specific design and system-level integration. In order to promote widespread access to these PDKs and support a thriving European quantum ecosystem, SUPREME will aggressively cooperate with current design platforms and chip competence centres.

The Roadmap and Joint Work

Under the Chips Joint Undertaking (JU), the SUPREME project is organised into two stages and is financed by a series of Specific Grant Agreements. By iteratively enhancing fabrication technologies, this tiered development meets changing industrial needs. The pilot line is expected to launch in 2026, and by 2027, the first technologies should be available to outside users. This timeline shows a move towards domestic quantum chip supply in Europe.

The SUPREME pilot line serves as an essential bridge between technology development and large-scale industrial manufacturing. The group intends to accelerate technology transfer and create a strong manufacturing supply chain for European quantum chips by establishing direct communication with possible industrial foundries. This proactive approach aims to support the European quantum technology industry and reduce production scale hazards.

From strategic policy to chip manufacturing, these concerted initiatives show the EU’s determination to lead the quantum revolution and secure its technical future and global clout.
