The agreement indicates a major shift from the September 2025 statement of understanding to a formal, execution-oriented framework. The Canada–Taiwan 2024–25 Collaborative R&D Program (CIIP) promotes international cooperation to secure key digital infrastructure.

This collaboration relies on two innovative technologies. Quantum eMotion (QeM) specializes on hardware-level diode-based quantum energy, which uses quantum physics’ unpredictability to generate truly random numbers. The businesses are creating a Universal Security SoC platform that is quantum-resilient by merging these components. The purpose of this platform is to function as a hardware root-of-trust, supporting crucial features like:

Leadership and Strategy Alignment
Dr. Francis Bellido, CEO of Quantum eMotion, recently traveled to Taiwan to meet with JMEM’s leadership and technical teams to further the cooperation. The purpose of the visit was to expedite the completion of the SoC and synchronize project milestones.

Operational Framework and Commercialization
The consortium agreement ensures the project meets its ambitious goals by June 30, 2027, with strong governance. This model includes:
- Steering Committee Oversight: High-level management to guide the project’s strategic direction.
- Technical Working Groups: Dedicated teams focusing on the engineering integration of quantum entropy and secure chip design.
- Budget and Reporting Obligations: Structured coordination to maintain transparency and efficiency throughout the R&D phase.
Additionally, a clear route to market is outlined in the agreement. Based on their individual contributions, QeM and JMEM will split commercial income from the SoC, as decided by a valuation model created before deployment. To guarantee that both parties profit from the invention, the companies have also decided on a Foreground Intellectual Property structure in which technology generated jointly would be jointly held.

Aiming for a High-Risk International Market
Quantum-resilient security is needed because quantum computers could come encryption. Financial services, healthcare, blockchain applications, and classified government networks are just a few of the high-value industries that Quantum eMotion plans to target with the resulting technology.
