Special Competitive Studies Project SCSP News

The Special Competitive Studies Project (SCSP) created the Commission on U.S. Quantum Primacy (CUSP), a high-level, bipartisan body tasked with developing a comprehensive national strategy to ensure that the United States maintains its position as the world leader in the rapidly accelerating quantum competition. Experts caution that the window of opportunity to achieve a long-term edge is closing as quantum technologies go from theoretical physics to operational reality. To guarantee that the development of quantum technology enhances American economic might and national security, this new program seeks to close the crucial gap between innovation and national might.

A Bipartisan Coalition of Leaders

A prominent group of specialists and policymakers at the nexus of technology and security is brought together by the 14-member committee. Three co-chairs lead CUSP: U.S. Senator Ben Ray Luján (D-NM), U.S. Senator Todd Young (R-IN), and SCSP President Ylli Bajraktari.

On the commission’s roster are prominent figures from academia, government laboratories, and the corporate sector:

  • Industry Leaders: Dr. Jay Gambetta (Director of Research and IBM Fellow, IBM), Jack Hidary (CEO, SandboxAQ), Niccolo de Masi (Chairman and CEO, IonQ), and Dr. Hartmut Neven (Founder and Lead, Google Quantum AI).
  • National Labs and Government: Dr. Whitney Mason (Director of the Microsystems Technology Office, DARPA), Dr. Thomas Mason (Director, Los Alamos National Laboratory), and Laura McGill (Director, Sandia National Laboratories).
  • Research and Investment: Pat Gelsinger, General Partner, Playground Global; Dr. Mit Jha, CEO, Quantum Corridor; Dr. Megan Anderson, Executive VP of Technology, IQT; and Dr. Gretchen Campbell, Associate VP for Quantum Research and Education, University of Maryland.

The Three Strategic Pillars

CUSP has delineated three fundamental pillars for its mission to fulfill its objective of preserving a “center of gravity” for the quantum revolution:

  • Building a Secure Quantum Industrial Base: To sustain a long-term technological advantage, the commission will concentrate on developing a resilient ecosystem that comprises a strong talent pipeline, hardware manufacturing capabilities, and secure supply chains.
  • Maintaining Information Advantage: The creation of mission-critical algorithms, systems, and protocols will be a major priority. To guarantee that the country maintains its position as a leader in data processing and security, this pillar also entails protecting information flows.
  • Accelerating Integration and Hybridization: CUSP aims to combine quantum and classical technologies since it understands that quantum technology cannot operate in a vacuum. Finding short-term deployments that guarantee the US keeps an operational edge over its competitors is part of this.

The Landscape of National Power

According to Ylli Bajraktari, quantum technology represents a “fundamental shift in the landscape of national power” rather than just the next step in quantum computing. According to him, CUSP would offer the road map to guarantee that this change is advantageous for the free world. These views were mirrored by Senator Todd Young, who pointed out that although America has the “talent and ingenuity” to lead, strategic rivals are acting swiftly. In particular, recent sources point out that China’s new five-year plan aims to expand AI and achieve quantum leadership, making it imperative that the US quicken its own developments.

Senator Ben Ray Luján emphasized the value of regional contributions to this national endeavor, pointing out that states leading the way in quantum research include New Mexico, which is home to several national laboratories. He pledged to build on that momentum to develop a potent national strategy.

The Path to Policy Recommendations

A policy report with practical suggestions for national leadership will be the result of the Commission’s work. To make sure that the US not only contributes to but also defines the quantum era, this report will assess the current status of the US quantum ecosystem.

The commission’s parent organization, the SCSP, is a nonpartisan, nonprofit organization committed to enhancing America’s long-term competitiveness as emerging technologies like artificial intelligence transform national defense, the economy, and society.

Context of the Quantum Market

The quantum industry is seeing a lot of activity at the time of CUSP’s introduction. Additional recent advancements in the field consist of:

  • Quantum Computing Inc. is completing its acquisition of NuCrypt and reporting rising revenues alongside climbing operating costs
  • The continuous drive for quantum-secure systems is highlighted by QuSecure’s SBIR TACFI award for cryptographic resilience.
  • International Partnerships: Researchers in Poland are exploring quantum algorithms for satellite images, and institutions such as SKKU have signed memorandums of understanding with Classiq Technologies.
  • Scientific Advancements: To demonstrate the deep-tech innovation happening concurrently with policy advancements, researchers recently constructed a molecular Möbius strip with only a half-twist.

The SCSP’s new commission is a significant step toward formalizing a cohesive American response to one of the most revolutionary technologies of the twenty-first century as the world races for quantum dominance.
