Three new high-tech networks, cybersecurity, quantum technology, and aerospace and unmanned aerial vehicles, are transforming Vietnam’s economy. At the August launch, Deputy Prime Minister Nguyen Chi Dung stressed the country’s commitment to using intelligence and research to improve the economy.

Vietnam’s Ambitious Vision for 2045
Deputy Prime Minister Nguyen Chi Dung declared Vietnam’s strategic goals: utilize all resources, ensure fast and sustainable growth, and emphasize science, technology, and innovation to become a developed, high-income nation by 2045. He also emphasized how vital it is that Vietnam not fall behind but take advantage of possibilities, innovate, and establish its national position.
Since its founding in 2018, the National Innovation Centre (NIC) has supported the Vietnam Innovation Network, which includes several recently established networks as essential elements. Their establishment seeks to make the Party’s and the government’s policies on valuing and luring talent, adopting international technical innovations, and optimizing the intellectual resources of the whole country, especially Vietnamese professionals and intellectuals residing overseas, more tangible.
The Deputy Prime Minister referred to these three networks as the “extended arms” of the government, ministries, and businesses, enabling them to actively engage in the development of policies, the formulation of strategies, and the encouragement of research and implementation.
Introducing the Strategic Technology Networks
These networks, intentionally created to facilitate collaboration between researchers, industries, and subject-matter specialists, changed Vietnam’s technology. They want the country to join global value chains and compete.
The three new networks are:
- VNQuantum: VNQuantum was established to put Vietnam on the world’s quantum map. It seeks to link investors, industry partners, and researchers to speed up applications in national security, secure communications, and computing.
- ViSecurity: Maintained a focus on creating “Made in Vietnam” brand solutions to safeguard vital digital infrastructure.
- UAV Vietnam: Aims to make the nation a manufacturer in the aerospace sector rather than only a consumer.
In order to connect brilliant minds and unlock potential, these networks are intended to serve as a strong foundation for a knowledge-based, resilient, and successful economy.
Building a Global Intelligence Ecosystem
Operating under the NIC, the new networks are a part of the larger Vietnam Innovation and Entrepreneurship Network. In 22 nations and territories, the NIC has already effectively assisted the establishment of 10 networks that link over 2,000 experts, chief engineers, and lead architects in important industries. This project would create a robust community of Vietnamese talent around the world, stressed Deputy Minister of Finance Do Thanh Trung. As he put it, “With these networks, it is gradually shaping a global Vietnamese intelligence ecosystem.”
He also forecast that these networks will play a key role in helping the nation catch up, stay up to date, and even advance in a number of vital areas. In order to provide a foundation for international cooperation and ease Vietnam’s integration into global technological supply chains, the leadership of Vietnam has launched this initiative as part of a larger plan to draw in talent and access intellectual resources outside.

Complementary to Existing Innovation Hubs
Together with the semiconductor and artificial intelligence networks that were introduced last year, these recently established networks will serve as vital hubs of innovation in Vietnam’s strategic technological ecosystem. Additionally, the NIC supports five strategic networks that engage with corporations, research institutes, and universities to address the nation’s biggest issues. Vietnam’s position has fundamentally changed as a result of this all-encompassing strategy, going from simply consuming technology created abroad to producing it and making a substantial contribution to the global quantum landscape and other critical areas.
Key Partnerships and Future Collaborations
A number of important collaboration agreements were signed by the NIC and its partners during the launch event. The Vietnam Innovation and Entrepreneurship Network will grow the backing of Sovico Group, a significant private conglomerate in Vietnam. Additionally, VNQuantum, ViSecurity, and UAV Vietnam signed contracts with both local and foreign partners to further key technology research, development, and application. Collaboration is essential for innovation and technology growth in Vietnam.
August saw Dassault Systèmes and the National Innovation Centre (NIC) organize the Business Leaders Forum in Hanoi. The event brought together 70 senior executives from government, academia, technology, and semiconductor businesses to accelerate Vietnam’s semiconductor sector. Additionally, the UK-Vietnam semiconductor partnership is growing.
Vietnam’s Quantum Leap in the Global Race
The fierce competition for the development of useful quantum technologies around the world is reflected in Vietnam’s determination to make it a national priority. Leading countries like the United States, China, and members of the European Union have spent billions on quantum initiatives, but Vietnam is putting itself in a position to play a major role in Southeast Asia quickly. This announcement comes at a particularly important moment as quantum technology moves from pure lab research to early commercial applications.
In order to create early momentum that might pay off handsomely over the next ten years, Vietnam established VNQuantum and integrated it into a complete innovation framework. The launch demonstrates Vietnam’s overarching plan to adopt international technical advancements, develop its own talent, and ensure it can successfully compete in sectors that will shape the nation’s economy in the future.
