The business announced this strategic shift in Montreal to strengthen its cybersecurity market position by leveraging Loubier’s substantial experience in international trade, government relations, and corporate governance.

Combining Political and Corporate Leadership
Montreal native Catherine Loubier brings a diverse career to Quantum eMotion. Her career is split almost evenly between the private sector and the highest echelons of Canadian politics, making her a Popular counsel on public policy and Canada-US relations.
Legislator Loubier spent a decade in Ottawa. She handled communications for leading Canadian ministers like the Foreign Affairs and Transport and Infrastructure ministers. She organized state visits to vitally sensitive US, EU, Iraq, Afghanistan, India, Russia, and Canadian Arctic territories. Her diplomatic background provided her a deep understanding of world geopolitics and international cooperation.
Loubier also has private sector experience. She was the Paris General Manager of Renault-Nissan-Mitsubishi Alliance Global CEO Carlos Ghosn. She oversaw one of the world’s largest industrial alliances, which employed approximately 475,000 people in 200 countries, as Alliance Communication Global Director. This stage of her work advanced her expertise in managing large-scale worldwide operations and negotiating multinational business environments.

A Key Architect of Canada-U.S. Relations
One of Loubier’s most significant career moments was leading Quebec’s Premier’s transition in 2018. After serving as Deputy Chief of Staff, she became Québec’s most senior representative in New York in 2019.
Loubier managed the Washington D.C. office and helped Quebec’s commercial and political interests south of the border. She helped Hydro-Quebec and New York sign a $20 billion hydropower deal. This required a major cross-border transmission infrastructure and complex state legislative changes to encourage renewable energy. She is praised for helping Canadian firms access U.S. capital and buyers, preserving the trade agreement.

Terms of the Appointment
With her appointment, the Corporation has granted Loubier options to buy up to 500,000 common shares at $3.77 each. These options have a 10-year duration and require 25% vesting on each grant anniversary for four years.
