Leading the Quantum-AI Hybrid Frontier in Gyeongbuk: A New Era for Regional Industrial Ecosystems

North Gyeongsang Province (Gyeongbuk) and Gumi City have launched a large cooperative effort to establish a “Quantum-AI Hybrid Data Center” in a historic drive to alter the regional economic environment. An important step toward the “Quantum Transformation” (QX) of the region’s industrial and technological sectors was taken on April 27, 2026, when the province government formalized a memorandum of understanding (MOU) with a coalition of nine public and commercial entities.

The Hybrid Model: An Innovative Computational Framework

This project’s central idea is to combine state-of-the-art quantum capabilities with conventional high-performance computing. The Gyeongbuk-style hybrid center will integrate Quantum Processing Units (QPUs) with current AI-specific technology, such as Graphics Processing Units (GPUs) and Neural Processing Units (NPUs), in contrast to typical data centers that only use binary processing.

This “intelligent engine” is intended to get over AI’s present drawbacks. Even though contemporary AI models are extremely effective at processing data and identifying patterns, some “complex problems” are still too computationally demanding for traditional systems. The data center hopes to address these issues at “ultra-high speed” by including QPUs, giving local businesses access to a level of processing capacity that was previously unattainable.

The Nine-Partner Alliance

A wide range of stakeholders are involved in the project, and each is assigned a distinct function in the data center’s “full-cycle cooperation system,” which encompasses construction, operation, and industrial application:

  • Infrastructure and Technology: SDT will be in charge of managing the building of the infrastructure for quantum-AI computing and creating the essential supporting technologies.
  • The Gumi Electronics & Information Technology Research Institute will manage the facility’s daily operations and aid regional firms using these resources.
  • AI Enhancement: Mobilint will use high-performance, low-power NPUs to improve AI computing infrastructure and preserve energy efficiency and throughput.
  • Industrial Application: To promote productivity innovation in Gumi’s local manufacturing sector, Makinarocks will use industrial AI solutions.
  • Financial and Strategic Investment: LS Securities enters the agreement as a financial partner with the responsibility of fostering an atmosphere that is conducive to investment in order to maintain the project’s expansion.
  • Corporate Participants: In addition to the Gyeongbuk and Gumi municipal governments, I-ESG is another important signatory.

From Studying to Manufacturing

The development of quantum technology from a theoretical endeavor to a useful industrial tool is among the agreement’s most important features. Although quantum technology has mostly remained “research-focused,” acting North Gyeongsang Governor Hwang Myeong-seok stressed that this new data center marks a “turning point” for the region. Moving quantum applications into the active “manufacturing and operations stages” of the industry is the aim.

For Gumi, a city with a long history of manufacturing and electronics, this approach is especially crucial. The province intends to support a “Quantum Transformation” (QX) that maintains local manufacturers’ competitiveness on a global scale by cultivating a “Gyeongbuk-style quantum industry ecosystem.”

Regional Context and a Wider Market

The news is made during a period when the Korean IT industry is undergoing substantial change. Samsung Electronics rose 2.05% and SK Hynix rose 5.48% on the signing day, indicating a bright future for technology. When companies like Samsung release new memory technologies like HBM4 to compete for AI processors, next-generation computing is crucial.

Gyeongbuk is not the only city pursuing quantum leadership. Similar programs are emerging around the nation; Incheon, for example, recently announced plans to remove the obstacles to quantum computing for small firms. But the Gyeongbuk project’s particular emphasis on a “hybrid” model with deep integration into industrial productivity points to a distinct strategy catered to its geographical advantages.

Looking Forward

The intricate task of constructing and coordinating the hybrid infrastructure is about to commence for the collaborating universities. The effort is expected to demonstrate how local governments may work with commercial entrepreneurs to succeed in the quickly evolving quantum-AI future. Gyeongbuk aspires to bridge the gap between cutting-edge research and industry application to ensure its local companies lead the quantum-powered future rather than just play in the AI revolution.
