With the introduction of a historic national financing request, the Colombian government has placed a significant and calculated wager on the country’s technological future, hoping to turn the scientific capabilities of the country from solitary academic endeavors into potent instruments for social and territorial change. ColombIA Inteligente 2025 is the official name of this initiative, which provides significant funding for cutting-edge projects in quantum technology and artificial intelligence (AI) that have the potential to directly touch the various regions of the nation.

President Gustavo Petro and Science Minister Yesenia Olaya announced the program in Bogotá, commemorating what the administration is proudly calling the country’s “quantum year.” The program is directly connected to Colombia’s leadership position in the Community of Latin American and Caribbean States (CELAC) and is presented as a crucial component of the country’s larger scientific agenda.

For far too long, the word “quantum” has been part of popular culture; Colombians frequently link it with bizarre scientific jokes or superhero films. The Ministry of Science (MinCiencias) has firmly shifted the term from “memes” to serious public policy with the introduction of ColombIA Inteligente 2025, supporting the goal with a substantial budget. Ensuring that AI and quantum sciences develop into useful tools capable of promoting actual territorial change is the call’s main goal.

A Historic Shift: From Theory to Concrete Solutions

The ColombIA Inteligente 2025 program is significant because it is the first national funding request that centers the two separate yet cutting-edge scientific domains of artificial intelligence and quantum sciences under a single, goal-oriented program. Past complaints that Colombian science financing frequently led to a gap between scholarly research and real-world socioeconomic advantages are immediately addressed by this cohesive approach.

It is evident what the government wants: “fewer academic PDFs that no one reads and more prototypes, pilots, and services” that successfully address actual issues in both urban and rural locations. The supported projects must leverage cutting-edge knowledge to address important national concerns, such as ensuring environmental care, promoting social inclusion, and creating new productive models in local communities. Creating an AI platform that helps small farmers by correctly forecasting crop illnesses or implementing a quantum sensor network to significantly enhance water quality monitoring in isolated villages are two examples of successful projects. Unapologetically, the focus of the call is on implementation and proving tangible outcomes.

Mandating Collaboration: The Strategic Alliance Imperative

The call places strict structural restrictions on all applicants to ensure that innovation is a highly collaborative effort rather than limited to isolated lab activity.

In order to be eligible for funding, organizations need to form a strategic partnership with three essential elements:

  1. A minimum of one university or college.
  2. At least one business in Colombia.

Crucially, the initiative must involve at least three local organizations that are directly impacted by the issue it aims to address, such as community groups, non-governmental organizations, or public institutions.

The goal of this collaborative design is to dismantle conventional silos and force companies and scientists to “sit at the same table with people who actually live the problem.” In addition to giving a detailed description of how the 18-month trial or tool will assist particular Colombian sectors, communities, or ecosystems, projects must exhibit a distinct and prioritized geographical impact.

Financial Commitment and Ethical Guardrails

A sizeable COP20,000 million has been set aside for the ColombIA Inteligente 2025 plan in order to fund operations over the 18-month implementation period. This substantial support is meant to draw in serious, well-prepared R&D teams that can go beyond abstract ideas.

The program imposes appropriate ethical requirements while addressing both technology domains. In the context of the call, artificial intelligence refers to systems that may learn from data to support decision-making, such as forecasting crop diseases, optimizing transportation routes, or enhancing hospital triage. Only initiatives that closely follow ethical guidelines, safeguard data, and actively seek to reduce rather than widen social and economic disparities are permitted to use the AI component. This ethical requirement is in perfect harmony with Colombia’s national AI strategy, which places a high priority on equity and accountability, especially when systems are implemented in areas that are already at risk.

Conversely, quantum technologies concentrate on utilising the atomic-scale characteristics of materials to develop drastically novel instruments. These applications include the development of ultra-precise sensors, unbackable secure communications, and computers that operate fundamentally differently from traditional machines. Particularly, the request focusses on real-world applications of quantum technology, including quantum sensing and metrology, secure communications, quantum information processing, critical minerals, and sustainable energy.

The Quantum Hardware Ambition

Alongside the financing request announcement, MinCiencias made an exciting statement about a collaborative effort with Universidad del Valle: the goal of creating the first quantum computing in Colombia. If this ambitious hardware project is successful, Colombia would be one of the few countries working on early-stage quantum hardware development. The goal of this effort is to turn the nation into a regional center where research institutions and universities across the country can use the computer as a common laboratory resource, rather than depending entirely on imported equipment or foreign cloud access for sophisticated computing.

A Broader Strategic Context

Over the past three years, ColombIA Inteligente 2025 has raised over US226.6 million in a variety of disciplines, making it the cornerstone of a bigger, mission-oriented science policy. This framework contains two major investments: US$114.3 million for high-level training, including funding for doctoral degrees and postdoctoral stays through organizations like Colfuturo, Fulbright, and Icetex, and US$16.7 million for establishing AI capabilities. It is evident that the government is creating the talent pipeline required to support these new technical aspirations.

Online proposals are accepted until May 26, 2026, giving alliances enough time to create strong, multifaceted programs. The ultimate success of this historic program will be determined by whether these initial initiatives become profitable spin-off businesses, long-lasting, self-sustaining public services, or essential solutions that continue long after the initial funds are spent, rather than just by whether the 18-month funding period is completed.

Through the incorporation of intricate science into tangible, regional initiatives, the ColombIA Inteligente 2025 call signifies a significant change in national approach. The purpose of this serious, two-pronged wager is to demonstrate Colombia’s ability to use AI and quantum technologies as useful, potent instruments that can move straight from the lab bench into the fields, gradually resolving people’s issues. If Colombia’s position at the forefront of technology is cemented by this quantum leap, the entire world will be watching.
