Jordan’s Hashemite Kingdom has established itself as a proactive leader in both digital and physical security during a time of fast technology change and regional instability. The end of the large “Eager Lion” multi-national military exercises and the Central Bank of Jordan‘s (CBJ) innovative roadmap for quantum-resistant encryption are just two recent events that highlight a national policy committed to regional stability and future preparation.

The Quantum Roadmap to Secure the Financial Frontier

A sectoral roadmap aimed at moving Jordan’s banking and financial industries toward quantum-resistant encryption was unveiled by the Central Bank of Jordan on January 4, 2026. The goal of this strategic project is to mitigate the increasing operational and cyber risks associated with the development of quantum computing while bolstering Jordan’s standing as a safe and reliable financial center.

The mathematical foundation of online banking and private digital transactions is modern encryption, which presently depends on difficult issues that traditional computers are unable to resolve. Quantum computers, on the other hand, process information in ways that might theoretically decode material that was previously thought to be secure since they function on distinct physical principles. A major worldwide worry that the CBJ is tackling with this plan is the possibility that sufficiently potent quantum machines could make conventional encryption insecure.

The proposal proposed by the CBJ is a systematic and progressive overhaul of Jordan’s digital infrastructure rather than a reactive one. The following important pillars are part of the roadmap:

  • Mapping Cryptographic Assets: To find baseline vulnerabilities, financial institutions must identify existing encryption systems through inventories.
  • Risk-Driven Prioritization: By ranking systems according to their level of risk, the most vulnerable parts will be updated first.
  • Pilot Testing: Quantum-secure algorithms will undergo pilot testing in non-operational virtual settings prior to full-scale implementation in order to confirm their efficacy without interfering with regular banking services.
  • Building Capacity: To make sure that workers and leadership are aware of how to reduce risks associated with quantum technology, the plan places a strong emphasis on improving governance and institutional training.

Jordan maintains its long-term competitiveness by adhering to international best practices, such as those established by the U.S. National Institute of Standards and Technology (NIST), which guarantees that its financial systems continue to be compatible with international partners.

Strength Through Unity: The ‘Eager Lion’ Exercise

The Jordan Armed Forces (JAF) just wrapped up “Eager Lion” (Asad Al-Ghadir), one of the most important multilateral military drills in the Middle East, while the CBJ protects the digital economy. The exercise, which brought together elite forces from more than 30 countries, provided a high-level platform for simulating complex, contemporary challenges.

Traditional desert tactics were abandoned in favor of an emphasis on the changing character of warfare during the 2024–2025 cycle of Eager Lion. Among the main drills were:

  1. The Digital Front: Cyberwarfare took up a large amount of the exercise for the first time. Experts tried to detect and counter state-sponsored attacks that were simulated and intended to take down communication networks and national power grids.
  2. Advanced Technology: Defences against drone swarms and safeguards for vital digital infrastructure were integrated into the drills.
  3. Counterterrorism: To practice rescuing hostages, Special Forces from Jordan, the US, and a number of European and Arab countries held urban combat exercises and night-raid scenarios.
  4. The Royal Jordanian Air Force and naval units rehearsed protecting trade routes in the Gulf of Aqaba from sea-based explosives and piracy.

An Important Aspect of Regional Security

Jordan’s capacity to create a place where Eastern and Western military concepts can align demonstrates its role as a “pillar of stability.” Brigadier General Mustafa Al-Hiyari stated that the exercise is a preventative measure against “common enemies” including terrorism, smuggling, and border instability rather than being aimed at any particular country.

A significant humanitarian focus was also demonstrated by the exercise. Military soldiers collaborated with non-governmental organizations (NGOs) to set up field clinics and provide help in “denied environments” as part of the “Non-Combatant Evacuation Operation” (NEO) exercises, which simulated mass evacuations from war conflicts. The military is frequently the first to respond to human displacement in the Levant, which is a reflection of reality.

The Kingdom’s Future-Proofing Conclusion

This twin emphasis on unified military readiness and quantum-resistant financial infrastructure shows Jordan’s dedication to overall security. For other developing nations, the CBJ’s roadmap serves as a model, demonstrating that prompt action may safeguard vital infrastructure before threats arise. The success of Eager Lion also serves to strengthen the “bonds of trust” amongst international partners, indicating that Jordan is still on the lookout for and essential to the goal of a peaceful Middle East.

In addition to protecting its own borders and sensitive data, Jordan is strengthening its standing as a safe, creative, and resilient leader in a world that is changing quickly thanks to these efforts.
