Unveiled on September 11, 2025, this important project offers a thorough strategic roadmap intended to help governments around the world fast-track the development, implementation, and safe use of advanced quantum technology. The agenda emphasizes how important it is that countries take proactive steps to get ready for the “c” by protecting encrypted assets and encouraging the commercialization of quantum tech.

As an international trade group that represents the enterprise software sector, the BSA has established itself as a leader in both policy and technology development. In light of the quick advancements in quantum hardware and software development, the BSA’s agenda is an essential tool for legislators attempting to understand the prospects and challenges of quantum computing. Aaron Cooper, Senior Vice President of Global Policy at BSA, claims that the main goal of the agenda is to give decision-makers the knowledge and tactics they need to be ready for the upcoming quantum era.

Six main initiatives are listed in the BSA’s first policy agenda as being crucial to creating leadership in quantum preparedness on a national and worldwide scale. The following steps together provide a strong foundation for a safe and orderly shift to a world enabled by quantum technology:

  1. Investing in Quantum Infrastructure and Software: This priority action, a fundamental component of quantum preparation, demands for significant and thoughtful investment in the advanced software and physical infrastructure needed for quantum computing. These kinds of investments are essential to creating a setting that facilitates the effective study, development, and testing of quantum technology. Governments may proactively accelerate the development and implementation of quantum solutions by strengthening national skills in three key areas, guaranteeing their countries’ competitiveness and innovation in the global technological arena. Making this deliberate financial commitment is essential to developing the fundamental skills required to fully utilize quantum breakthroughs.
  2. Conducting a Strategic Government Review to Identify Industries Best Positioned for Adoption : According to the BSA agenda, governments should implement a strategic assessment process in order to optimize the effect and advantages of quantum technology. With the help of this review, important industries and sectors that stand to gain the most from or undergo major transformation from the use of quantum computing capabilities would be methodically identified. Policymakers may more efficiently deploy resources, customize support programs, and create focused strategies to enable the safe adoption of quantum technologies where they can provide the most strategic benefit and financial value by identifying these crucial areas.
